Each school year, the Ohio Department of Education updates the Highly Qualified Teacher Reporting Materials Toolkit.  While there are no changes to the HQT requirements for FY09, the Toolkit has been enhanced with some additional examples and "frequently asked questions."  These materials will serve as a guide for Ohio’s school administrators to assist in reporting highly qualified teachers and qualified instructional paraprofessionals.

All veteran teachers of core academic subjects should have met the highly qualified teacher requirement by the beginning of the 2006-2007 school year.  All instructional paraprofessionals in Title I buildings or whose positions are paid by Title I targeted assistance funds should also have met the qualified paraprofessional requirement by the beginning of the 2006-2007 school year.  All newly hired core academic teachers and instructional paraprofessionals should be highly qualified upon employment.

Core academic subjects (as specified in NCLB Act of 2001, Reauthorization of Elementary and Secondary Education Act (ESEA), Public Law 107-110) include the following:  English reading, language arts, mathematics, science, civics and government, economics, arts (including music, visual arts, dance, and drama), history, geography and foreign language.

HQT data elements are collected during the October (K) reporting period for all teachers who teach core academic subjects and paraprofessionals.  To report this information, please utilize the Center for the Teaching Profession HQT Worksheet, which is found in the 2008-09 HQT Toolkit.
